Regarding the inability to use the mouse wheel after updating the Logitech MouseWare driver to version 9.75 I have reported some time ago, I have found the following from Logitech:

"With version 9.75 and above, MouseWare now sends Microsoft native wheel messages instead of standard scroll bar messages. Because of the changes to scrolling implementation for MouseWare 9.75, the "Office Compatible Scolling" and "Scroll in active window only" check boxes in MouseWare are no longer available. This new release should provide better wheel/roller function in games, as most games look for native wheel messages and don't respond correctly to scroll bar messages. If you are unsure what type of scrolling messages your game supports, please contact your game manufacturer."

Perhaps the Digital Mars code editor window does not process Microsoft native wheel messages. If this is the case, are there plans to change this?

It's great that you found out what the problem is. There aren't any plans to fix it at the moment, though.
