This would make an awesome iPhone/Droid game.  The iOS platform has been seeing several nostalgia games making a comeback like Ascendancy and Another World.  Empire would work really well and I would sure as heck pay $5 or $10 for an app of it.  So would lots of people.

I was thinking about having a go at it. Time to do it is my main problem.

Not sure on the license either...
