How can two things be cheaper than one? It doesn't add up. Is there a mistake?

I don't know what you're seeing there, but here:

Ebook = 25,18 (pounds)
Ebook + Physical = 25,99 (pounds)

So for what I understand if you by the Physical copy you win the ebook.

Here (US) the ebook is $39.99. The combo is on sale for $20. It seems odd, but I've seen it before.

Just noticed that it's the same for Learning D. Combo is 50% off, ebook is full price.

Me too. I only got a transaction confirmation from Worldpay, so I figured the book would be ready. Interestingly, the confirmation includes this:

> It is the responsibility of Packt Publishing Ltd to confirm that your order has been accepted, and to deliver any goods or services you have ordered.

Many publishers want to disincentivize ebook sales while artificially pushing up print sales, that's probably why. Part of it is that they already have money invested in printing presses and the like, so they don't want that investment demolished by everyone buying ebooks. Another piece is that they may feel, rightly or wrongly, that they don't have much to contribute to ebook sales, so they use such weird pricing to try and suppress pure ebook sales alone, because someday they will go out of business if they just sell ebooks.

Strictly speaking, it is irrational, or at the very least too skewed towards dying technology and business models. But then people do dumb things all the time, especially those whose business is heading for obsolescence. :)
