Does the original proposal need to already include all the talk list and details? That can be a bit challenging..

If you look at DConf 2013, there were a lot of talks from European people, especially from Germany which is not too far away.

No. The LLVM people started a call for talks after the proposal was accepted. But we need a clear idea of the topics we like to have in our schedule.

D dev room proposal was sent (David did some very impressive job writing description) - FOSDEM decision is expected in the beginning of October.
