Firefox (WinXP) and wget (FC2) couldn't get it. wget died while trying to change to PASV.
The built-in WinXP 'ftp' utility worked for me.

Inspired by your success, I also tried Windows, and it also works for me.  I suspect that the server is having some problems with passive-mode transfers.

I failed to download it on two different computers using Firefox (WinXP and Win2000). I don't know what the problem was (perhaps it's rejecting passive-mode transfers as you suggest), but I finally managed to download it using FileZilla (http://filezilla.sourceforge.net/).
