Is there an API already in existence for dwt  or is there an easy way to pull one out of the commented ".d" files?

Do you mean API documentation, in that case you can use the documentation for SWT with minor changes. Read at the bottom of http://www.dsource.org/projects/dwt/wiki/Installation from "Differences between SWT and DWT:" and there is also a link to the SWT documentation.
