No, none of the Derelict packages have a link-time dependency the libraries they bind. It's purely a runtime dependency. You need to make sure that the DLL is somewhere it can be found. GLFW3 is not a system library, so that generally means you need to make sure it is in the same directory as your executable.

I should also point out that if you're using DUB to build your project, you do not need these pragmas. DUB will manage all of this for you.
