Right click start menu, System -> System Info -> Advanced system settings -> Environment variables

Or:

Open start menu: type "environment", select "Edit environment variables for your account"

Windows is hiding stuff that the majority of users should not need to know about. But everything is easily accessible if you know what you want to do (well everything except changing updates).

set PATH=%SystemRoot%\system32;%SystemRoot%
