i just uploaded a new version of my proposal.

I think I worked in all the suggestions, critiques and questions that I got after the first version either as changes or as clarifications. The result is, that about every line has been edited and I probably introduced tons of new errors. (At least, I did not forget to use ispell this time... :-)  )
