Walter, would it be possible to move toMBSz to std.string or std.utf instead of current std.file? I believe it should be Windows only, too.

It definitely should be windows only. But why move it?

Because it seems out of place, IMHO. I don't think such a function does anything file-related. But maybe you're right.
