Still true, even after new DRuntime patch for tempalted array ops:

Interestingly using array ops on static arrays is faster then plain == on static arrays:

    return a[] == b[];
}

    foreach (ref d; data)
        foreach (ref x; d)
            x = uniform(0, 4);
