[phobos] Is it time to release a beta?

It's more than a week since bugfix week was announced. There have been
~ 50 commits to Phobos + druntime, and a huge number of important
compiler bugs have been fixed, including the three most important
regressions, and including patches by an unprecedented number of
contributors.
Is it time to prepare a release? Or is there something we still need to do?

I'd like to see 3516 fixed for the next release, but maybe that's being overly optimistic / aggressive.  It's essentially saying "don't bother using dtors in structs" as long as that bug isn't fixed.  Rather embarrassing.

We've got, what, a week give or take before TDPL hits people?  So, this is the last release prior to that date.

I still have some changes to make in std.concurrency, but so long as they're picked up pre-release I'm fine with a beta now.  There have been so many changes that this release may need a bit more review than some.

That's terrific, you all. I plan to check in std.container for this beta. Do we have a specific deadline?

FWIW, TDPL will start shipping out of InformIT in Indiana on Monday. So we should be in good shape on Wednesday.
