This is more of a D runtime question.

Will D support building dynamic link libraries?
If so how will class exports be handled, assuming
use by another D application?  How will garbage
collection work if the application and DLL have
linked their own memory managers?

Yes.

The easiest way is to have one garbage collector controlling the application.
