You'd have to build and install it manually, or use DSSS.
The installer places phobos in /usr/lib/dmd/src/phobos, so the best place
to put tango would probably be /usr/lib/dmd/src/tango, and then edit
/etc/dmd.conf to include that location instead of the phobos one.
You could also place it with all the other libraries in /usr/include/d/.
