I have a ubuntu 13.10 image and I'd like to get ldc 0.14.x on it with shared libraries enabled. Are there packages anywhere that are already built for this case?

Yes, in Debian:

https://packages.debian.org/sid/ldc

I believe they should work direcly on Ubuntu with no changes.
