I don't know what Vladimir's plans are, but in any case, you can go to the main page of a repository on GitHub, open the 'Watch' dropdown, choose 'Custom', and check 'Issues'. Then you'll get e-mail or notifications for new issues or issue comments.

Furthermore, you can also add or remove individual issues and PRs from the watchlist by (un-)subscribing from/to it via the button on the ride-hand side in a thread view. Even if you never participated in that thread before.

I know the notification system but that's fundamentally different. It's a passive system. What I did in the past was to actively consult the new issues, whenever I want to.
