The root issue is same with issue 12661.

When you specify -debug switch, SortedRange constructor had being changed to non nothrow. The change was introducde in https://github.com/D-Programming-Language/phobos/pull/2075, and now the workaround https://github.com/D-Programming-Language/phobos/pull/2148 also fixes this issue.
