Added std.process.environment, an AA-like interface for environment variables.

Please comment.  This is a fairly localised change, and doesn't affect anything else in Phobos, so it's easy to remove if need be.  I've run unittests on Linux and Wine, but not on "real" Windows.

I ran the unittests on "real" Windows 7 and they pass.  Nice work.
