CTFE: replace wantLvalue with enum CtfeGoal

This is more readable and provides many optimisation opportunities. I used this to remove one annoying inefficiency: block slice assign was creating useless temporary values. There are many other opportunities.

CTFE: Error messages for accessing null arrays

Give an error message for reading or writing to an index or slice of a null dynamic array.
