  fix 'jobserver unavailable: using -j1' warning for $(SUBMAKE)

- Problem is that make doesn't recognize $(SUBMAKE) as
  make, so it won't pass MAKEFLAGS and doesn't use it's
  jobserver.

- Fixed by explicitly using $(MAKE) ...
