I would recommend Poseidon (http://www.dsource.org/projects/poseidon). Built with DWT, it's Windows only until DWT is available on other platforms. Not a commercial IDE but it's the one I have found that I've think is the most developed. Yeah, poseidon works pretty well. Though, I don't like that it's built on DWT (dead project).
It seems that they stopped working on poseidon as well. There hasn't been a single update to the code in 3 months.
