The compiler (DMD) comes with HTML files. Do you need something fancier than that?

I recall some editor tools being packages with Phobos documentation and some people have created CHM or PDF files. What (in particular) are you looking for?

I didn't notice that. The files that come with the compiler should suffice.

Note that the std.regex docs don't explain the regexp syntax, but instead redirect to a document which isn't in the phobos directory and thus doesn't come with DMD. There may be other such cases.
