There are several unreferenced rules in the grammar:

StaticAssert
ConditionalDeclaration
TemplateDeclaration
TemplateMixin

Based on other documentation and testing the compiler, I think the fix is to add them to the DeclDef rule, which would become:

    ClassDeclaration

    AggregateDeclaration
    Declaration
    Constructor
    Destructor
    Invariant

        TemplateDeclaration
        TemplateMixin
