Can we please add an issue tracker, wiki, or readme to the repo?

It's not always entirely obvious how or why certain things are the way they are.

This issue tracker and wiki are the same as for the rest of D:

Insufficient? no.
Documented?   no.


We keep talking about reducing the cost of entry, well here's a pretty good example if you ask me.
