In TypeInfo_Const

@property override TypeInfo next() nothrow pure { return base.next; }

This will cause type info const to return null or a wrong TypeInfo object because it jumps over the base type. It should be:

@property override TypeInfo next() nothrow pure { return base; }

next() is working as intended. But another method is needed to get the
unqualified Type Info Object.
