After Rainer's introduction of the visibility and dllimport override switches, druntime and phobos were not shipped as shared libraries by dmd on Windows.

Depending upon how much needs to be upstreamed from ldc, this may be limited to the installer.

Oh and the shared druntime/phobos switches were not brought to dmd. That also indicates the configuration is missing from dmd.
