Are there DMD programs in .exe format of file) that are not a windows installer, so I can use from commandline? thanks you very much,

Yeah, it is right here:

https://dlang.org/download#dmd

Grab the .7z version (7z is a zip-like format, if you don't already have an extractor, you can get one online). There are exes in there that you can use in-place without installing.
