At the end of the final review of DIP 1032, "Function Pointer and Delegate Parameters Inherit Attributes from Function", Walter informed me he had decided he would reject the DIP on the grounds that it doesn't offer enough utility to justify the potential for code breakage. Since the DIP was not yet in the Formal Assessment stage, and there's no need to keep it around in the Post-Final queue, I've marked it as 'Withdrawn' and it has now been relegated to the graveyard of the 'DIPS/other' directory.
