Wouldn't this be better to implement as a wrapper around Unilink, which takes a OPTLINK-like command line? Then you can still use dmd to invoke linking, and won't need to change rdmd.

But how do you make DMD actually invoke another tool for linking?

Yeah but the purpose of adding the feature to RDMD is to avoid having to mess with ini files.

If you remove the LINKCMD line from sc.ini, DMD will take it out of the environment.
